If your Driver License / State ID is current or within three (3) years of having expired then you just need to bring your old Driver License / State ID in with you in order to renew.
If you do not have your old Driver License / State ID then you will need to bring a certified copy of your birth certificate or current U.S. Passport (matching current name) to renew.
If your Driver License / State ID is current or within three (3) years of having expired then you will need to bring a certified copy of your birth certificate or current U.S. Passport (matching current name) in order to replace your Driver License / State ID. Keep in mind you are only allowed a certain number of replacements between renewals.

Driver Licenses that are over three (3) years expired require seeing an examiner.

Yes. You can obtain an original State ID at a tag agency.
